In a future where the Population Police enforce laws limiting families to two children, Luke is an illegal third child who has spent his twelve years in isolation and fear on his family's farm. He has never attended school, had a birthday party, visited a friend's house, or had a friend at all. Luke is a shadow child—a third child forbidden by the Population Police. He has lived his entire life in hiding. When a new housing development replaces the woods next to his family's farm, he is no longer permitted to go outside. One day, Luke sees a girl's face in the window of a neighboring house where he knows two other children already live. He has finally encountered another shadow child like himself.
