FBI Special Agent Cate Wilde returns to her remote Pacific Northwest island home when skeletal remains of a teenager are discovered on a nearby island. She teams up with Tessa Black, a childhood friend now working as a local deputy, to investigate the death despite difficult weather and limited leads. As Cate works the case, she becomes distracted by the coroner involved in the investigation and by memories from twenty years earlier.
