In 1940s Washington, DC, government worker Louise Pearlie is asked to review file usage records for a missing analyst from the Office of Strategic Services, the US wartime intelligence agency. She discovers he drowned in the Tidal Basin days before her investigation begins. The OSS rules it an accident, and Louise returns to her regular job in the file rooms. During her investigation of Paul Hughes, Louise meets a young woman in the OSS Reading Room who invites her to a salon where participants discuss controversial topics including racial segregation and equal pay for women. The social group helps Louise cope with her boyfriend Joe Prager's transfer to New York City. Louise's life soon takes a dangerous turn, and she begins to fear she may meet a similar fate to the drowned analyst.
