Atlanta homicide detective Patrick "Tick" Kelly withdrew from the world after his wife and children were murdered. He isolated himself in a beach shack on Mango Key, Florida, using alcohol to cope with his grief. Now sober and a published author, he prefers to remain a recluse, though his brother Pete continually attempts to reconnect him with others. Kate Rush, a former DEA special agent, left her career after years of prioritizing her job over her personal life and returned to her native Miami. When an unofficial assignment arises, she accepts it despite her reservations. She and another ex-agent are stationed on Mango Key to monitor a fortress suspected of being involved in human trafficking. Initially, the Kelly brothers fall under suspicion, but Kate becomes convinced of Tick's innocence—though she finds herself drawn to him in ways that complicate her focus on the investigation.
