Elia lives on the floating islands of Above, working as a laundress for the Twin Emperors, rulers of an oppressive regime. A royal servant pursued by an Imperial Guard gives her an ornate wooden box containing something capable of toppling the monarchy. Fleeing, Elia falls from her island to Below—a sunless land where her people's dead rest among monstrous scavengers. Hokk rescues Elia from the ocean. Though skeptical of her stories about Above, he recognizes her as the rare opportunity to end his exile. As they journey across the dangerous landscape and challenge each other's beliefs, the Imperial Guard pursues them to recover the secret Elia carries.
