Special Agent Emma Last and her partner are the only available agents to investigate a murder in Boston after two team members are hospitalized and another is traumatized from a previous case. Emma must also contend with her encounters with the Other and disturbing dreams tied to her childhood home. The victim is the husband of a local politician running for mayor. His body is found on a hotel rooftop, naked and mutilated, with the Roman numeral one carved into his chest. The politician's opponents have been suspiciously forced out of the race, suggesting the murder may be a warning. When the prime suspect is found dead, the investigation intensifies. With bodies accumulating and a pattern emerging—one victim marked, then the suspect—Emma must determine who the killer will target next and stop him before a third victim falls.
