On Democracy's Doorstep recounts the Supreme Court decisions that established the principle of "one person, one vote" in the United States. Chief Justice Earl Warren considered cases including Baker v. Carr and Reynolds v. Sims his most important work, though they remain lesser known compared to his desegregation and criminal rights rulings. Before these decisions, American democracy faced significant structural problems. As citizens moved to urban areas, legislative districts remained unchanged, giving rural lawmakers from sparsely populated areas disproportionate political power that they often wielded for influential business interests. Smith documents how activists—including city boosters in Tennessee and the League of Women Voters—worked to end malapportionment, facing opposition from chambers of commerce and southern segregationists. Despite a 1946 Supreme Court decision instructing judges to avoid the "political thicket" and widespread legislative inaction, advocates persisted. They used the Fourteenth Amendment's Equal Protection Clause to argue for judicial intervention. Smith depicts the resulting conflict involving Attorney General Robert F. Kennedy, Solicitor General Archibald Cox, Supreme Court clerks, and Senate Minority Leader Everett Dirksen as the Court moved toward increasingly bold reform.
